01. GENERAL CLAVET GUIDELINES
The main purpose of these guidelines is to provide all partners with common definitions and guidance so as to ensure an homogeneous level of (high) quality throughout the partnership and to assist with the definition of CLAVET project "Fiches".
01.2. DEFINITION OF "VET"
Definition of VET (source: CEDEFOP): "Education and training which aims to equip people with knowledge, know-how, skills and/or competences required in particular occupations or more broadly on the labor market."
01.3. SCOPE OF CLAVET PROJECT
Scope of CLAVET project: (source: CLAVET project): Local authorities are at the forefront of policy formulation, implementation and monitoring in the field of education and training. In addition, the regional and local authorities represent the closest-to-the citizen public authority and thus have considerable capacity to re-direct citizens towards education and training.
At present there are no formal and structured mechanisms for inter-regional and cross-border (i.e. across EU countries) cooperation in the field of VET.
Against this background, CLAVET aims at developing a platform for structured cooperation among local authorities for the qualitative development of education and training initiatives with the overall objective of overcoming geographical and border barriers and the aim of realizing the EU education and training area.
Target group of the Fiches are the local policy makers involved in the formulation, implementation and monitoring of education and training policies and programs. The CLAVET platform is intended primarily as a tool for policy makers, not for final users (trainees), even though its status of Open Source makes the access free and available to all interested parties.
01.4. CONTENT OF THE CLAVET FICHES
Content of the CLAVET Fiches: (source: project approved): The CLAVET fiches will capture best practices, lessons learned and practical examples of policy and programs for education and training. All the partners representing local authorities will develop between 8 and 10 thematic OER fiches on aspects pertaining to the education and training policy making at local level. The range of topics is quite wide as it is intentionally left open to include the various facets and aspects of education and training.
01.5. CRITERIA TO SELECT THE CONTENT OF FICHES (TYPES)
Criteria to select the content of fiches: each partner will select independently content relating to good and best practices, lessons learned, practical examples, related to the implementation of VET with effective and positive impact.
01.6. CRITERIA TO SELECT THE CONTENT OF FICHES (TIME SPAN)
Partners agreed that content will describe practices and examples carried out in the last five years (2009 onwards); particular cases of best practices implemented prior to this term will be brought to the attention of the consortium for specific evaluation.
01.7. CRITERIA TO SELECT THE CONTENT OF FICHES (AREA/A)
Area: a partner can choose more than one area if relevant; areas have been identified as broad as possible to represent all sectors of economic and social activities.
